Trying to apply for IBR re-cert: site hangs up at Do U have taxable income

Was alarmed to have the $997 payment removed from my checking account, leaving -$567. Immediately transferred funds from savings to cover that and realized it was time to re-up my income based repayment plan. In my email sent two days ago was an emailed link to a message warning me my IBR was finished and an increased payment amount would be deducted.

So I've gone to page two to answer general questions about whether my income has gone down (no), whether I paid federal taxes in any of the past two years (yes) and then whether I have taxable income, yes.

I click submit. Then the little circle just keeps going round and round. The page is obviously hung up, I conclude. So I click out of my browser, reboot my computer and try again.

Again I get to page two and again there's same hanging up.

Is the site using this period of time to look up my tax information? Or is it malfunctioning? Could it be my browser (google chrome)?

Can anyone shed light?
