There is some truth in this and there’s plenty of theories about “cycles”. Apparently we will be in decline until at least October according to some.
Unfortunately, cycles rarely have same length and intensity.
Try to extract data from exchanges or any other available sources and look on the price of top currencies, market capitalisation and chop it in ways you feel curious about. I would also recommend taking into account inflation of USD and “the debt” of unbacked stable coins like tether and USDc.
That may help you to form your own opinion about mentioned cycles and probability of them repeating themselves.
