Trump just announced a $12B U.S. rare earth mineral reserve to reduce reliance on China, crucial for electronics, EVs, and defense. Could this reshape trade, supply chains, and domestic industry?

I just want to know where this 12 billion comes from.
“The project will combine $2 billion in private funding with a $10 billion loan from the EXIM Bank to acquire and stockpile minerals for automakers, technology companies and other manufacturers, Trump said.”
Who is taking out the loans? What are the terms of the loan? Who is approving this? Who is investing the $2 billion dollars?
If anyone with a sliver of intelligence was making decisions in the White House, the rare earth mineral reserve would have come before the trade war, not after.
Well whichever family member he tastes with creating a rare earth company he can then give the contract to is gonna make a killing! When he leaves office we’ll find a couple shined rocks in a drawer labeled rare earth in Eric’s crayon hand writing.
Like TrumpRX will reshape the pharma industry by offering brand name drugs at a small discount that’s still 10x more than the generic price? Maybe!
Does anyone have a good understanding of how long it would build the infrastructure to mine these resources? This is not something that could be done overnight and would take at least a decade and that’s presuming you have a Labor Force and all of the aggregate industries to scale along with the mining. Is this guy fucking stupid?
