A year ago I'd call you insane if you told me the president could "legally" hire untrained couch potatoes to shoot protesters dead under the veil of "executive immunity", so it's not so far-fetched to think the treasury secretary's buying stocks to maintain appearances up to the mid terms.
They're openly buying select stocks as is.
It could easily be done "legally" under the veil of executive immunity.
