Businesses have already passed the tariff costs on to consumers. Therefore, no businesses should receive a refund. Technically, their customers paid the tariff, not them. The refund belongs to the people.
All right. They charged the tariff 3 days after the ruling. Those will have to be returned without question. That will prove that refunds are feasible.
Also, during litigation the government argument against immediate restraining orders by saying ‘they can be refunded’.
They will be refunded to those who paid.
