Insurance Lapse Question

I'm a MD Resident and have Progressive, I have had them since 2016. During September of last year (2025) I had an car insurance payment being returned to my bank for lack of funds due to fraudulent activity related to my bank card. Several days later I retried the payment with the my new card I received in the mail and it worked.

Now the state of Maryland placed an insurance Lapse flag on my vehicle and are claiming I owe 200+dollars in fines? My policy number did not change, it was the same the whole time. What options do I have? I'm not trying to pay 200+ dollars because my debit card was stolen.
