[INDIAN LOAN] Insane Loan offer from Credila

Hey all, I got a Loan Offer from Credila, and I wanted to have you guys' opinion on this – please let me know.

University: XXX (QS Rank: 200-210)
Loan Sanction Amount: INR 75 lakhs (I will only be using 55 lakhs out of this, but asked for extra to show for I-20)
Loan Tenure: 168 months
Morotatium: 24 months
Pre-payment option: INR 5000 during morotorium
ROI: 11.5% (floating)

Fees (the dreaded part):
One time Fees: INR 1,10,000
Insurance: INR 1,54,000
Travel and Health Insurance: INR 95,000 (this makes no sense as I will have to take health insurance after going there).
ISIC Card: INR 4000
Group Credit Insurance: INR 12,000

What are all these fees, I haven't negotiated anything yet but I want to have the opinion of others on this, as this looks insanely high.
