This seems like a pretty straight forward situation that is clearly no, the US does not, but there are a lot of folks insisting the US could be completely self contained with regards to petroleum products.
If the US consumes 20.5mbpd of petroleum products, that means we would need to produce 19.06mbpd of crude in order to refine those products. The US produces 13.5mbpd.
Does the US produce more crude oil than it consumes?
