there's any non kyc apps that offer you a debit card (that can work with gpay) and you can withdraw cash from an ATM in the EU?
I would have asked for an IBAN also but I think that ship has sailed.

This is exactly the route almost all governments, or at least central banks representatives, are trying to block FIRST.
These days, in almost every jurisdiction, this would be seen as a high-risk money-laundering route. And I am not implying in any way that the source of your bitcoin would be questionable, but rest assured that it WILL be questioned.
I comfort myself, a law-abiding citizen, but a libertarian nonetheless, with the thought that I or my next of kin, will never have to exchange my precious bitcoin for worthless fiat ever again.
No, there’s not a single one. Every “app” that provides debit cards in the EU, has to be regulated. That means requires KYC.
Your best option to exchange for cash would be vexl.it or use places like BISQ, Robosats, HodlHodl or PeachBitcoin, and get the fiat to your bank account.
