Basically what the title says. Whats the real difference in getting $X in cash or "up to" $X in statement credits?
Is there a reason why for the Dunkin, Resy, and Dining credits for the Amex gold card say "up to $X in statement credits" while the Uber Cash just says "$X in cash". Is there a difference?

With Uber I think they load the credit in your Uber account whereas with the Dunkin charges they likely issue a statement credit on your credit card account.
Just a heads up that some people notice when their Uber account contains a credit balance the app will charge a higher rate.
Uber Cash goes directly into your Uber account, but expires at the end of the month. The others require a purchase on the card to trigger the respective statement credit.
As stated by u/DeadInternetEnjoyer, the Uber Cash credit is deposited directly into your account, meaning AMEX hands you the full amount upfront whether you spend it or not.
All the other credits are just statement credits so you can get up to “X” amount… they’re not obligated to give you the full amount if you don’t use the full credit.
Basically they’re not “on the hook” for the full amount if you don’t use it. So if July rolls around and you’ve only put $45 towards the Resy Credit, you didn’t really get a $50 Resy Credit… you got “up to $50” which is exactly how they advertise it.
