I was curious about the actual timeline, and in the US it took a Wisconsin oil refinery 5 years to rebuild.
Now, Russia is not the US when it comes to environmental concerns, but they still need to make the place safe for workers, and an explosion at a refinery produces loads of toxic materials that need to be removed before reconstruction even begins.
I chose Wisconsin mainly because the size of the plume of smoke (not scientific, but it’s better than nothing) and the nature of what was exploding.
Let’s say Russia has far fewer impediments like restrictions, and is more motivated to fix this fast, I’d say months of cleanup, and a minimum of 1 year to rebuild. Maximum guess would be 2-3 years if they are motivated but things are worse than they appear in these images.

Tbf it’s just storage tanks and not refineries. If anything all they did was destroy oil that was already bought.
