IMO it is a threat to go nuclear. But it has to be done in this cryptic way because just saying it would be too much of an aggression.

Most likely people are just reading too much into this being some kind of cryptic threat. Given the shocking ineptitude of Trump and everyone associated with him, they just accidentally posted something benign. I think these people are too stupid to pull off anything clever and meaningful.
