I called Amex to report my stolen card. The first automated voice asks you to type in either your full account number or full social security number. Then, when I was transferred to an agent, I told her I couldn't remember my full card number because I didn't have it, so she asked for my full social security number and my pin number. This seems very excessive. I called the phone number on Amex's site.

You could have just done it on the app or website.

Excessive? How exactly would you like them to verify your identity if you can’t provide the full card number? Would you prefer that anyone who knows your name and address just be able to call and report a card stolen or close the account without the card number or proving they were really you?
