I mean. Both cars were stationary and the white car drove into the other vehicle like it wasn’t there. I can’t see any world where the white car isn’t at fault.
But I’m no expert.

Both. The vehicle to the right should not have passed on the right.
The white vehicle did not have its turn signal on and had plenty of time to see the other vehicle.
The doctrine of “last clear chance to avoid the accident would fall to the white vehicle.
Some states are comparative negligence, a percentage is applied to each vehicle. Others are contributory, even if only one percent at fault you are barred from recovery.

What if there was a pedestrian on the right? Never “expect” to only look at traffic.

The white car all day long. Left side of the road turning right, no signal to indicate turning right, turned into a vehicle that is stationary.

OP, if you’re the white car you should take some driving hints from the black SUV, he actually approaches the turn like someone who knows how to drive.
Why the hell are you taking a right turn from the left side of the road? You’re required to take a right turn from the right side of a roadway unless there are markings telling you otherwise. Everything about your car’s “body language” indicates “I’m not turning right”, so it totally makes sense that the other car did what he did.
