Hi y all, I was going down the highway and a car rear-ended me and then another car behind it collided as well. I was the front car in the car right behind me was a US department of Treasury car and the last car was insured by Allstate. what is the best case scenario of what I should do and did y'all have any experience with insurance with the federal government hitting you.

Most policies have an exclusion when a Federal tort.claims act is involved. You might have to be subject to dealing with the government. You would need to review the exclusions under your policy for Collision coverage to be certain

If you have your own coverage, use it. If you wait on the Government to do anything, you may have a result by the next ice age. I am not joking.
Did the fed rear end you and then rear ended by someone else and then pushed into you?
If pushed into you the other persons insurance has to pay for both vehicles and there is a good chance it will be over there policy limits.
Miltiple cars you want to use your own insurance but it sounds like you have liability only so you will just have to wait and see how it plays out. It will take a while.
I would go ahead and file a claim against the Allstate policy. If you’re lucky, they will assume responsibility because their insured was at the back of the pileup, and often the person at the back gets responsibility for everyone. That said, there’s no guarantee, so as others said, you may have to figure out how to get through the government process and wait to get paid. Hopefully, if this is a second vehicle, you have a main one that you can use in the interim.
