I am currently on the 12th month of BCE, so I still have 3 months left for the promo apr. I don't see anything about any 0 apr promo on t&c of the upgrade offer. does it mean that if I upgrade, I will lose the remaining 3 months?

Yeah you’ll lose whatever promo APR is left when you upgrade to different card. The new BCP will have its own terms and won’t carry over promotional rates from BCE
I learned this hard way few years back when I upgraded during balance transfer promo period
