Honestly I would, it’s okay to use it for anything that helps you with school. Rent books etc, I think shoes and jacket are necessary for survival.
Buy a good quality pair so it’ll last longer.

Yes. Reasonable expenses for clothing are allowed. (Obviously, be frugal since you’ll be paying it back with interest later.)
