Insurance payment issued to subscriber (bcbs fep)

Need advice. I have Blue Cross Blue Shield Federal Employee Program through a military family plan.

I had an ambulance bill, and insurance sent the payment check to my dad (subscriber), but we don’t talk and he won’t cash or forward it.

Now the payment is stuck. What can I do?
