My student driver daughter was driving (with me as passenger). She stopped at a red light and for reasons unknown took her foot off the break and the car rolled and tapped the car in front of us. We pulled over. The car we hit was already in rough shape. There were a few small scratches on the back bumper but hard to tell if they were there before or not. Anyway, the driver and his passenger (who I think was his girlfriend – the actual car owner) were cool about it. We exchanged info and went on our way. There was no damage to our car and I decided not to report to our insurance on the hopes they wouldn’t either. Three weeks later now the dad of the car owner has called and left me a message to call him back.

I assume he’s looking for a payout. Should I even return the call or just call my insurance and report the incident?

Well first I think you should report it and let your insurance deal with it. Secondly, and this is just a personal thing. When you refer to someone else’s car as “a piece of junk” you’re devaluing their worth. It may be the best that they can afford. Their damage isn’t lessened by the quality of their car. Don’t judge like that, you guys were at fault after all.
