The new cap is applied only to the principal or total loan amount?

I’m thinking of pursuing my LLM abroad and am able to use my GI Bill but I’d need to take out loans for COL and for my final months in the program.

I’m trying to get all my ducks in a row before taking the leap and need help figuring this out.
