Italian visa education loan advice

Hey I’m 18 (M) got accepted for Bachelor’s in uni of teramo for biotechnology for this year.

Basically if i take education loan of 25-30L and acc. To Italian embassy (delhi) i am required to deposit and visible full loan amount in the bank statement.

And as per i research govt. Banks take quite a long time to credit whereas private one are faster.

Can you suggest good place where i can get loan from..
and the issue with collateral is we don’t have any FDs my father have 2 properties.

⁠1. This one is in UP (we live in delhi) but is an residential house. He have registry on his name.

1. ⁠The one in Delhi he don’t have registry no one in our area have registry but he do have Power of attorney

If they need collateral any of them work or not..?
And is it possible to get that much amount with non collateral..???
