University of Ulster masters program

Someone in my family is looking strongly at a masters in law at university of Ulster. We are American, its a UK program. What are the possibilities as far as student loans? Can this person borrow loans in the UK? Can you use American federal loans for a program through a UK university?

Any advice would be appreciated. I am willing to provide more details if needed, but would like to be as discrete as the internet allows 😁
