Copay increase without notice, asked to reschedule 2 hours prior due to not having money for copay increase, now being charged for missed appointment

Hello, i’m not sure if this is the proper place for this question. I am located in VA.
I had a psychiatry appointment today at 10a. When i woke up at 8:30a to pay my copay, i realized it increased by $30, meaning i am unable to pay it. I contacted the text line informing them of it, however they are now going to charge me $60 for the missed appointment.
Is there anything in place that protects me from this? I read a little bit of the “no surprises” act of 2022, but i’m not well versed in understanding things like that.
