With the recent changes to the Sapphire rules such as being able to hold both CSP and CSR and the two cards now effectively having separate lifetime SUBs. I decided to apply for the CSR with the enhanced SUB and got the "We can't provide you with a new cardmember bonus because of the number of credit cards you've recently" message.
I am exactly at 5/24, and will be under it at the end of this year.
2021 – Approved for CSP with 100k SUB
2022 – PC (Product Changed) to CSR
2024 – PC (Product Changed) to CFF (Chase Freedom Flex)
2025 – Approved for CSP with 100k SUB, currently still holding the card
Today – I go the PUJ (Pop-Up-Jail). I sent a message on the secure message and will follow up to see what happened.

Wait you PC’d from CSP to CSR in 2022 then back to CFF in 2024? That seems like lot of product changes in short time, maybe Chase is being extra cautious with your account because of all the switching around
Also being exactly at 5/24 probably doesn’t help your case even though technically you should be eligible
