It seems like this is the card for me, as I’m looking for a good utilities card and didn’t get approved for the similar US bank card last summer (high score and perfect history , but not long enough credit history I guess).
But I can’t find much info on it? I understand it’s done through individual banks and credit unions, but can I just apply for any of them? Doesn’t matter? Should I choose one in my home state in case I’m required to come in person?
And if I do get accepted and get the card do I use that individual bank/credit union app to pay it off and manage the cash back?
Just not finding a lot of info.

Any of them yeah. No need to be a member of the respective bank or credit union in most cases. Only a handful even try to gate the application page behind their logins, otherwise usually you just click apply and get directed to the Elan Financial website. As for managing the card, download the Elan Financial app. If you can’t choose a variant, do MIT FCU
