I was hit going through an intersection when someone ran a red light going 40+ mph. Totaled my vehicle. I had a cervical strain that I am going to physical therapy for, along with tingling down arm and post concussive syndrome. Progressive offered $3,000 on top of medical bills being paid shortly after accident and even after these diagnoses were reported by my doctor, they will not allow me to counter. When I attempted to counter they changed adjusters on me and then lowered my offer to $2,000 plus medical bills …. Any insight? I was trying to do this without an attorney but looking like I might need one.

You need to get a lawyer
You do not need to settle now. IF this ends up just being a soft tissue injury and you recover after PT, many people have handled this themself and been fine.
You’re showing up at the fight with no ammo.
You should not settle, until you are healed, or are sure you’re going to heal completely.
The insurance company made you a fair offer, and the reason they reduced it, it’s because they can. They know you don’t have any ammo.
