Car Sideswiped – No damage, what to do?

Hi – hoping someone can help. My car was hit on the offramp but there's no damage. Police basically said don't bother filing a police report. Do I still file with insurance to protect myself? I don't want my rates to go up, and there's no damage to repair, so just looking for any advice.
