Can an insurance company insist that you only communicate with them in writing and refuse to speak via phone about a claim?

Yes
You must be a real problem. Yes, they can.
How did you act on the phone to make them impose this rule on you?
Yes.
Yes if phone calls are considered abusive, harassing and/ or not productive toward resolving the claim
Occasionally we have to limit the communication to written only because the claimant behaves inappropriately on the phone.
They can and do in certain circumstances. I’ve had to put someone on emails only because of how he would act on the phone and calling multiple times in a row.
If it’s another driver’s insurer it’s an adversarial relationship and they can make whatever rules they want.
If it’s your insurer there must be a pretty egregious problem going on. I have never had to invoke that rule on any of my insureds though I have hung up on a few when they got obnoxious. LBNOL.
