Suspension for “lapse” of insurance?

Hello! I am a new car owner in the state of PA, and super new to the whole adulting thing in general. I had car insurance from a company that was charging me an amount that wasn’t really suitable for what I was getting paid, so I decided to switch companies. I signed up with a SECOND company about 2 weeks before leaving the first. The first company emailed me the notice of Insurance discontinuation, and I thought that was that. About a month or so later- currently- I received a letter in the mail from PennDOT saying that my registration was being suspended due to a lapse in insurance? I went onto the PennDOT website and gave them my proof of insurance for the 2nd company, and waited a day or so before going back to check how much I needed to pay. Now I can’t find anything about the suspension and it doesn’t give me the option to pay? Is this because the suspension was lifted? Is that something that can even happen?
