Even miners can’t create extra Bitcoin beyond the protocol’s rules. Full nodes independently verify every block. No single entity gets to decide how much Bitcoin exists.
There’s no need to create more or less Bitcoin, or USD for that matter, when there are an infinite number of decimal places. Just create a unit that represents the entire supply in circulation, like 1 *Superbitcoin*, or 1 *Superdollar*, and then every individual quantity is expressible as a fraction of the universal unit.
Banks, and the PTB would never adopt this system though, because it would make it more obvious to the rubes that when they print money, they’re not creating anything at all, just making your allotment smaller.
