I mailed my 2021 taxes in April 13th, 25. I believe the 3 year mark was April 18,25. I received a letter from the IRS today saying they couldn’t issue a refund to me due to reaching the statue of limitations for a refund. I sent them certified mail and still have my receipt stating so. Is this good enough proof and where can I send this. It’s so hard getting in touch with the IRS on the phone.

Mail it to the address on the top-left corner on the notice. You have a pretty easy dispute. Mail a copy and not the original, never trust the IRS with originals. You met the requirements under IRC 6511 and IRC 7502, but the IRS TEs are not perfect at IRS Receive Dates.
You could get TAS (Taxpayer Advocate Service) involved if they give you a hard time
Deadline was actually the 15th, but yes, you have a good dispute.
(When the 15th falls on a weekend or holiday, the law says that returns received by the end of the next business day will be considered to have been received by the deadline or sommat like that, so it doesn’t actually extend the three-year deadline for refunds. Not relevant in your case.)
Only timely filed returns follow the postmark filing rule. Otherwise the rule is date of receipt. This not open to interpretation either.
