Former employer added a corporate consultation to my moving expenses, they admitted it was wrong. But they're blaming their vendor, ADP, that I won't get a W-2c for 8 – 12 weeks. The employer hasn't given me the numbers of the W-2c.
When I called the IRS line, they said to file a Form 4852 and they can't get involved as it's a civil matter.
I can file an extension, I'd like to avoid that if possible.

If they’re working on it, then they’re working on it; the IRS can remind them of penalties for issuing them late, but that’s about all they can do.
You can either file with the information you have (incorrect W-2 and last paystub to make adjustments) and possibly amend later if the W-2C is different than what you came up with, or you can file an extension and file a correct original return. (But still *prepare* your return with your best guess using the info you have to determine whether you need to pay anything before the 4/15 deadline, since that *is* still the deadline for payment even if you file an extension.)
