Best course of action if NY state does not refund me?

Hi all.. I’m getting really anxious, I have not got my MYS tax refund which is a couple thousand dollars. Is an IT-203. Last year it was the same paperwork through FreeTaxUSA and got my refund after 3 weeks. This year I was approved 2/4 and still waiting. I wonder have anyone not gotten their state refund? What do you do?
