Just the Trump admin out here trying to play legal gymnastics, very very little chance courts support this view as it gives the president a defacto ability to name an effective Fed chair absent congressional approval.
The courts are pretty consistent in their restriction on Trump fucking with the Fed, I doubt that changes here.
