I'm sure some exist out there, but I would like to know for sure and have some data points on this subject.
I'm looking for any CUs that are known to approve anyone for one of their secured cards so long as you are a member, regardless of the state of your credit profile. Bonus points if the CU itself can be joined by anyone / doesn't have any sort of restrictions for membership (military, geofencing, etc).

most credit unions i’ve dealt with will approve secured cards if you can put down deposit, since there’s basically no risk for them. navy federal is pretty easy to join (just need family member or donate to fleet reserve) and they’re solid with secured cards. alliant is another one that’s open to anyone if you join some consumer organization for like $10.
the deposit requirement is usually what matters more than your credit score since they hold your money anyway.
