Recently I was I an accident and noticed that the drivers cdl address is different than the insurance address, that’s not the issue. The person is under some else insurance with completely different name and I wouldnt think they would be in a relationship, but could be wrong. Some type of scam?

Could be a company vehicle but, to be honest, it does you absolutely no good to speculate. Just file a claim and cross bridges as you get to them, not before.
Doesn’t sound like a scam. Just about anyone can be on an insurance policy together.
