It’s a misunderstanding of how capital, value, and money work. No one is actually sitting on a billion dollars. When we say some one is a billionaire. We mean that the total value of their assets is a billion dollars. this ignores of course that isn’t liquid. When he says every red cent that’s a child’s perception of the economy and how it works.

Easy enough to make it a dynamic number. Make it a percentage of median net worth. Right now $1B is 8,064x (or 806,400%) the median American net worth of $124K. As that median raises, raise the cap for billionaires.
