If your insurance company supports Apple Pay when making payments through mobile app, maybe Kroger card? That one gives you 5% for Apple Pay payments.
If not, I would go with Citi Double Cash or WF Active Cash.
An Elan Max Cash would presumably give 5% back on Propane and Cell if you select the proper categories.
