I am planning on traveling the the UK in a couple months and wanted a travel rewards card that was widely accepted there. I thought I would get a Master Card or Visa. I guess it's my fault I didn't pay attention and see a Discover logo when applying. I know Capital One is switching all cards to Discover eventually but what are the odds if I call that they would re-issue this card as a Mastercard?

Try and let us know- be your own DP.
If you have at least one year of personal credit history + good income, try for the WF Autograph card. Also grab the Charles Schwab or Fidelity CMA debit card for unlimited ATM fees reimbursement (can also use it for payment as it has no FTF).
There is no universe in which they would reissue it to you as a MC without having to re-apply for a brand new account (which would just become Discover again in a few years, tops). Sorry.
