A family member of mine was admitted to the ER by ambulance (for what is probably a mental health situation) the day before their 18th birthday, and was then admitted to the inpatient mental health unit early the next morning, on their actual birthday. How will this be billed? They don't have insurance currently as they were moving between states off and on, and we're at a bit of a loss what to do in this situation.

As far as billing, the age doesn’t matter as much as the intensity of the services/care given. Also, hospital prices vary across hospitals within and between states.
You should encourage your family member to work with a hospital social worker/case manager to determine if your family member may be eligible for emergency Medicaid.
