What is the lowest cost cellphone plan?
Voice only plans are fine. (Text/SMS and/or date is optional but not necessarily required.)
Any Untied States carrier, MBO or MVNO, is fine. Resellers are also fine.
It can be preaid or postpaid. Either option is acceptable.
Really, anything is worth considering. The primary consideration taken into account is lowest cost.

Mint has very cheap plans at $15/month. Thats what I use.
Tello works well for me.
Us mobile has some plans for $10/mo. Unlimited talks+text+2 gb data.

Helium Mobile uses Tmobile towers. They have a Free 3 gig data 100 minutes of voice and 300 texts per month plan. You have to pay the taxes for the plan itself (less than $5 a month depending on where you live/locality taxes). You can add additional data (10 gig plan with unlimkited talk/text is $15 a month) or just purchase data or pay for voice and text for $5 a month.
If you want verizon based service, I use Visible wireless. Got a plan during black friday last year for $20 a month for two years for unlimited talk/text and data. You can then link it with your Verizon Fios/home internet account for a $15 a month discount. So in effect by me having Visible I pay $5 a month for the phone plan.
Helium or US Mobile.
I have a yearly US Mobile plan that comes out to $8 per month, taxes and fees included. It’s 2GB of data, unlimited talk and text. $10 if paid monthly. You get to pick which network (Light Speed is T-Mobile, Warp is Verizon, and Dark Star is AT&T) so you can use what works best in your area. They’ve been great for me.
I have the US Mobile Light plan that includes unlimited text and voice, and has 2gb of data per month. Paid annually, it is only $96, which works out to $8 a month. You can pick any network you’d like and the service and customer support are excellent. I’ve been very happy with them for two years.
