Mpower declined my application

I am doing undergrad and I already got a loan from them for my previous semester. I requested another fund for the summer semester and got rejected because they said they had some review and decided I do not meet their current eligibility requirements. Has some experienced the same thing? I mean why did they approve my previous application but reject the new one?
