I quit my relatively high-paying job that I hated at the beginning of the year. Took some time off and got a new job (took a 15ish percent pay cut but so much happier) but doesn’t start until the end of May.
I am married but haven’t filed taxes for 2025 (got an extension waiting on what would shake out for student loans), but when I went to the IBR application it doesn’t require me to submit my returns. Can I just send in my offer letter from the new company and write a statement that I don’t have income for most of 2026? My guess is with all this mess the process isn’t going to be that good anyway.

You can definitely use the offer letter and write statement about no income for most of year – they’re pretty flexible with documentation right now since everything is such mess anyway.
Write a statement telling them what your income is as of right now, if it is zero then say it is zero
