Important Context, I’ve been out of town and my parents have been collecting my mail for the past 5 days. I was notified yesterday by email that discover was now part of capital one and some changes were to come. I was told I could keep using my card and in July they would finish setting up my Capital account and I’ll have to use Capital website and app to manage my discover card. So I assume, I’m keeping my card. I come home late last night and see Capital One mail and decide to put it off till today.
I open the one piece of mail and it says I’ve been approved for a card with a 4k credit limit and more info will be coming soon. I thought that’s weird. I open the other piece of mail, and it’s a Savor One card. That’s really weird. I open the benefits card and all that jazz, and the benefits card/card info/the giant paper that resembles the paper that comes with birth control, states it’s for the Capital One World Elite Card. That’s weird. That’s not the Savor One Card. So I do research. Maybe I’m not keeping my card? My current card has no annual fee, 5% cash back, good stuff. The Capital Card had 3% and a $39 annual fee. I do not want this mystery card. So I decide to call Capital One.
I call them, and after giving the card number and telling them I did not ask for this card, and I don’t want an annual fee, they tell me that this card already had a fraud/suspicious circumstances alert, which is really weird, why approve it if you already think it’s fraud? So I ask if this is related to the discover buy out, and they say no. And I tell them I did not apply for the card, and they shut the account down, which I don’t know what that entails since I never activated the card. And they’re launching an investigation or something and I have a case number and they will contact me further. They also mentioned a specific date, confirming I did not open the account “So you did not apply on April 30th for this card,”
So I hop onto my Credit Bureau accounts (yes I know, I should’ve have them frozen) and there’s no inquires or hard pulls or applications or any notifications. Just my one current card and when I applied for it. So I freeze all my accounts, just in case. Anyway it’s super weird, wondering if anyone has had similar? Or knows what’s going on? Kind of freaked me out but the credit bureaus showing no new activity made this very interesting.
TLDR: Capital one sent me a card I didn’t apply for but all my Credit Bureaus don’t have new inquires or hard pulls and stuff.

The two events are unlikely to be related. There has been no discussion of migrating discover CC users to C1 cards, and any such move would have been precipitated by significantly more integration between C1 and Discover infrastructure.
Most likely is that someone tried to open a card in your name. You should assume that your identity has been stolen and proceed accordingly until the investigation concludes. It is curious that there was no hard pull, but it’s possible that C1 proactively reported it as fraud? Not sure how that would have occurred.

The Savor One is presumably a World Elite Mastercard. World Elite is one of the tiers of Mastercard. So that explains this bit.
Mystery card is presumably fraud, unrelated to the Discover transition.
