I have consolidated my Parent Plus Loans. I have made an ICR payment on that consolidated loan. I have then waited a month and applied for IBR and Nelnet cancelled my application with the only thing saying this below. But I have met all of the plan requirements. Do I contact Student Aid.gov regarding this issue or Nelnet? Should I ask to escalate this beyond the front line customer service agent?

When you applied for an income-driven repayment (IDR) plan, you received a confirmation of your eligibility under the IDR plan you chose. Unfortunately, you received this confirmation in error, and your IDR application was cancelled, as you did not meet all of the plan requirements.

First contact Nelnet and ask to speak to a supervisor. If you get no explanation/relief move up the chain up to and including the ED Ombudsman.
