Tax warrant out for me – pls help

helloooo ! im a 26yr old struggling with taxes and yesterday i opened a letter from the state of NY letting me know that they’ve filed a warrant against me and that if i don’t pay they will garnish my wages or lock my bank accounts. i owe them $4.6k (i do freelance) from the last two years i’ve filed. anyways, i obviously cannot afford to pay all of it upfront and i keep calling the number that was on my letter to set up a payment plan but no one is answering and they keep hanging up on me. does anyone have any advice ?? i’m just confused what i should even do from here since i literally cannot pay except in increments.
