comptroller said i owe 5000 dollars for not filing 2021 state tax

i moved back to the usa to maryland after working in france in aug of 2022. I then moved to illinois at the start of jan 2023 for work. i was not working at this time and made my money is france as an employee of a french company. what should i do? I was told to get all the evidence and present it to the comptroller, but i live in illinois now
