My brother was driving my other brothers car and rear ended another car. The car that was rear ended was not registered. The driver of that car refused medical treatment but is now in the process of suing.
I figure my brother is still at fault in the wreck but does the other car not having registration change anything?
Lastly, what would be the appropriate action to take?

If you are thinking he’s going to be off the hook because the vehicle wasn’t registered you would be incorrect.
What state did this happen it? Some states have No Pay, No Play laws where if you have no insurance you cannot claim any injuries from the other person.
The appropriate action is to have the owner contact his insurer-the one he had at the time of the accident. And if the driver was covered, he should contact his insurer too.
This is not a get out of liability free card-most likely.
