not able to create a tax account…. Uk

so since like 2-3 months ago I had tried to make tax account but I couldn't even though all the info were correct. I talked with someone through the government about the issue and they told me that the system is having issues with greek passports (this was like a month and half ago) still same issue when I tried now.

when i was texting to that person they asked me if must creat one now (bruh….)ans i said that i wanted to create one to have it bc i work and having taxes account its important (my stupid as is almost 21 ans didnf create a tax account) ans also i told them that i may be owe some tax money and the person says that I dont bc they checked….. (2 weeks later i get a letter that they owe me money…..)

is there a way to get THEM to fix this?! I just want to make a tax account
