I’m getting ready to put a house on the market in a sellers market. The house is pristine. The finished basement has occasional water in two exterior corners. Not much and it’s easily managed with a dehumidifier. We have lived with this for years. There is also an occasional leak in the underground garage. The house itself is above average, original hardwoods, fresh paint, updated bathrooms, nice location. Houses here go above asking and quickly.
What percentage would you discount for the basement issues? It only happens when there is a massive “flood warning” rain. Probably needs a new French drain along that side of the house.

Get an estimate for a French drain. That’s probably your starting point. Not all buyers will be ok with that discount since it may not solve the issues.
IMO, disclose the information and be proactive and get quotes from reputable qualified contractors in order to know what you more than likely will be looking at with regard to inspector findings or buyer findings.
Negotiate accordingly.
